It's been a while, but when I built libpng for the "Fat Camel" package, I'm pretty sure I had to tweak that file quite a bit to get it to work sensibly. Even the "install" target was broken, creating a maze of twisty symlinks, all alike. The maintainers probably deleted it, and haven't gotten around to updating the docs yet. I'd send them a note about it.
