But VO is more than just TTS, and I suspect it's higher-quality speech has a higher-quality resource requirement. Knowing Apple's focus on quality they probably would hold off having anything if it's going to sound like Windows Narrator and not fully solve non-visual navigation of the UI. In other words Apple will need to do for iPhone what they did for OSX, something not really like anything else on the market. That will take some time and probably another rev of the hardware (my own conjecture).
