you can specify a single playlist to be synced with your iphone/ipod. You choose the "phone" and navigate to the music tab then select sync music. then choose the selected playlists button then you can select any number of playlists to be synced to your ipod.
Alternatively if you really want to manage it manually you should be able to examine your music collection and copy the tracks then select the music section of the iphone and paste them in. I only use OS X but this should work. so if it doesnt you may be stuck with syncing selected playlists which should be easier to manage anyway.
