Hi,

When in Calendar, press cmd-n to create the new event.  Enter your event 
criteria like "Pay Water Bill on May 2", then press return.  Navigate right 
past the scroll area then press VO-space on the date/time link.  This will open 
a more detailed area which includes a pop-up menu for the repeat frequency.  
You can Stop Interacting with this area to manipulate the rest of the event.
