There is enough documentation for a new TTS to be written.  It’s sparse, but it 
is there.  It’s simply a question of who will write the speech manager plug-in.

FMM, I appreciate that Apple and followers are opposed to anything retro, but I 
think there’s both enough evidence and enough interest to support the idea that 
some people will find a genuine formant synthesiser for OS X worthwhile.  I 
have said as much to Apple.  You could do the same.  I too would love to see 
Eloquence, though even DECTalk would be better than Fred.  There is a reason 
why these TTS engines have withstood the test of time, and great as Alex is, he 
is still concatenative, so he simply cannot accurately pronounce subtle words, 
especially foreign-derived ones, or work at the insane rates achievable on the 
dark side.
