Yes, exactly. As with any text field, you don't need to interact to move, but 
you do need to interact to let focus follow your cursor. That's why doing a say 
all (vo-a) on a document or email without interacting always reads from the 
top, no matter where in the document you are, but interacting and doing the 
same command reads from where you are.
