Nope, its how Apple handled things. I think the new element thing coul have been a sort of temporary fix, but the formatting has never been implimented. This effects books and webpages the most. For an example of this, see http://biblehub.com/commentaries/guzik/genesis/32.htm In this page, there are italicized passages, however, voiceover users cannot tell easily where the italics are, even with the text formatting status cell on unless using the arrow keys to move down the page, which is also not so good with braille, as it just goes down to the end of the paragraph.
