As to the menu bar itself, you definitely need not worry about that; even when hidden, you can still unhide it and use it with VoiceOver, as you noted.

Come out of full-screen and you can have the entire menu system again, but be aware that this will change screen resolution in the guest, so your screen reader may complain at you or require restarting. > Its better. You could certainly try the standard layout. All the profiles can be checked out in Preferences so you can see the keyboard commands for yourself. The Win8 layout is, as you can see, simply providing the many new Win8 shortcuts as Mac equivalents that don’t overlap. Good luck on your tinkering.
