A couple of thoughts concerning this problem. First, I assume you executed a <CMD>+<F5> several times while in mail to ascertain if toggling VO on/off was enabled.
Second, I wonder if a problem I’m having in mail is not directly related to your problem. Very, very often I find that - when cycling through open apps — settling in mail consistently reports “mail busy.” I find it necessary to toggle VO off and on again.
