If the OP's problem is what I think, then your "mail busy" problem can't be related. Crash strings kill VO dead, necessitating a restart of the whole computer. When Mail goes busy, or when Safari's Reader view does so for me, toggling VO fixes it. When VO is crashed by a malicious string of text, you can't toggle it on or off. I'm not sure what's causing your Mail app to go busy like that, but I can say with certainty that it's not a crash string.
