Kevin, See my earlier reply about adding on GPS capability with the TomTom car kit, which plugs into the dock connector of the iPod Touch. (They also have a car kit for the regular iPhone 3GS, where the GPS signal is boosted by the car kit). Again, this is from the recent viphone list discussions. There's also been some speculation earlier this summer, before the actual release of the iPod Touch 3GS, that Apple might add GPS capability to the iPod Touch in a future version.
