Pollsters can't possibly call everyone, let alone get everyone to answer the phone. They have to work off of samples, and that means a modelling which is a fancy word for guessing what the eventual voting population will be. This year the models were based in assumptions that proved inaccurate at the state level, but quite accurate at the national level, i.e. Hillary has come close to the actual prediction of the national poll. She did indeed get more votes than Trump, by at least half a million votes.
