We were always told that there were strict laws about automated dialing 
processes engaging cell phones.  this is not a function of the do not call list 
or the laws associated with that.  You’re right about political calls being 
omitted but this is a different legal area do to the cost factors in receiving 
unwanted calls and being billed for them.

Remember up until recently, cell phones were not unlimited.  The user would be 
charged for incoming calls so as a result we weren’t allowed to call cell phone 
numbers, full stop, because of the fact it charged the phone user.  So on that 
basis I’m absolutely certain there were moratoriums on anyone calling cell 
phones with out permission whether that’s political speech or not.  The first 
amendment doesn’t apply when the target is injured as a result or in this case 
charged. This may have changed now that unlimited calling is the norm but as I 
understand it you must omit the calling of cell phones directly with automated 
dialers.  Janina is very versed in communication law maybe she can speak to
