What do you mean, "you're not supposed to" get calls from pollsters on your mobile phone? I doubt there is a law that says that, at least not in the USA. Congress has set up do-not-call lists but they don't apply to political speech. That would be a violation of the First Amendment.I really doubt there is anything illegal about a pollster calling mobile phones. Maybe at one time they didn't do it out of politeness but something like that is not sustainable. These pollsters aren't doing this for fun, after all. Once one of them starts calling mobile phones, the others would have to go along in order to keep up.

Polling is dead.  There’s a technological and believe it or not on topic reason 
for it as well.  Apple and Google have us all cutting the cord and living with 
cell phones now.  Pollsters can’t call cell phones.  The fewer hard lines there 
are left out there the fewer people to sample.
