I have iOS 13.1.2 on an iPhone 7, and I just used Uber a few days ago as well. 
You’re right, for whatever reason, you can’t use VO to get to the ETA info any 
longer. What does happen, however, is that when the info is updated, I do hear 
VO say, like ETA 5 minutes, then ETA 4 minutes, etc. Also, and it’s not too 
convenient I know, they send an alert when your driver is 1 minute away, and 
another when the driver arrives.

As for scheduling a ride in advance, the way it works is that you type in your 
destination address first, then get to the ride selection screen where you 
decide if you want Uber X, XL, etc. You can then tap on the Schedule a Ride in 
Advance button, and the screen does change for you. If you swipe to the right, 
you’ll run into a series of picker items, the first being the day (Today by 
default), and if you swipe up on the picker item the day will change. Swipe 
right, and you will get to select the hour, minutes, and AM or PM. Keep swiping 
right after the AM/PM picker item, and you should hear a cancel button, then 
the set pickup time button.

It works on my admittedly somewhat older iPhone 7, but hopefully this will help 
you get going on yours.
