1. I don’t believe this is a VoiceOver issue with Microsoft Teams. 2. It is my understanding that a corporate or institutional account is required to sign in to Microsoft Teams. Individual users with or without Microsoft365 accounts are excluded from the ability to sign in to Microsoft Teams at this time. Those not signed in to Microsoft Teams can join a Microsoft Teams meeting using a link provided by an authorized user with a Microsoft Teams account.
