Not exactly. Press and Old the home button while you tell SIRI something, then 
release the home button to allow SIRI to respond.

disarm voice over and 4 times to turn it back on.
 
This allowed my sighted wife to help me create a new contact for example.
 
I'm not sure how by simply turning the volume of voice over up or down would be 
of help in any circumstances and would still burden the sighted person by it's 
interference.
