     Again, easy solution. First, set the speech rate as you like. Now do the 2 
finger clockwise or counter clockwise until you land on Vertical Navigation. 
End of problem. The Vertical Navigation will not cause any unexpected issues. I 
suggest you play with the Voiceover rotor and familiarize yourself with it. I 
use it quite often and always set it back on Vertical Navigation when I am done.

Incidentally , while typing in my passcode this morning, Voice-over uttered

Sorry to hear you're having so much trouble.
We can try to help you on this list, but I think you might benefit from some 
1:1 assistance, e.g. on the phone or on Zoom or Teams.
Could you try calling the RNIB Helpline on: 0303 123 9999? When you get put 
through to the advisor, ask for the Digital Skills team. They should be able to 
talk you through it, or arrange a callback from a volunteer who will be able to 
work with you to get this sorted out.
You could also try AbilityNet on: 0300 180 0028. Ask for a technology volunteer.
I am suggesting this because if this is happening to you before you can even 
get passed the passcode screen, you are going to struggle to get into Settings 
to disable the feature which is probably causing the problem in the first place.

Very good question my friend so here is my answer.

I purchased my new Iphone from the Apple Store, Buchanan Street store in 
Glasgow.

As I live a bit out in the sticks and outwith  the visually impaired community, and with 
no immediately visually  impaired friends to help me out with technical knowledge/  
skills to set up my new phone, I requested assistance from the Apple Stors  
"Genius" section.

The volunteer who set up my phone failed to set Seri up properly as when I 
returned home my new phone told me that Apple Pay and Seri have not fully been 
set up.

That was about 6 months ago and I still cannot secure help to sort out
this problem and I'm still struggling on my own

Any friends I meet in my local bar don't know anything about Seri or
indeed voice over and although I may be able to get technical support
in Glasgow, it's about 80 miles away and I'm currently waiting for a
replacement Guidedog,  So It's increditably difficult to get a grips
as to what exactly is wrong with my phone and how to resolve this
issue

When I open my iphone , I try to engage the passcode by running a single finger 
up from the bottom of the screen, but before I can start to achieve this, for 
no reason at all voice over says something like 40%.  If I  Arrow right voice 
over will say 50%, then 60% and if I do a left fflick , the % number will come 
down.

I'm almost afraid to lift my phone up from a table or even touch it because, 
it's saying all sorts of things on it's own and I'm afraid of accidentally 
making significant changes.

Does this mean anything at all to anyone as it's doing my nut in and I simply 
don't know what to do now.

      Begs the question. In the first place, why would the speech rate change 
at all. What would cause that. That does not happen to me in all the years O

Yes, if you go into the VoiceOver Settings, and adjust the options
for the quick roter, you can move Rate so it’s the first option.
