   Open the rotor with 2 finger clockwise or counter clockwise. It probably is on the speech rate so move to something else like vertical navigation. Try that.

Very good question my friend so here is my answer.

I purchased my new Iphone from the Apple Store, Buchanan Street store in 
Glasgow.

As I live a bit out in the sticks and outwith  the visually impaired community, and with 
no immediately visually  impaired friends to help me out with technical knowledge/

The volunteer who set up my phone failed to set Seri up properly as when I

Any friends I meet in my local bar don't know anything about Seri or indeed

It's increditably difficult to get a grips as to what exactly is wrong with my 
phone and how to resolve this issue

When I open my iphone , I try to engage the passcode by running a single finger 
up from the bottom of the screen, but before I can start to achieve this, for 
no reason at all voice over says something like 40%.  If I
  Arrow right voice over will say 50%, then 60% and if I do a left fflick , the 
% number will come down.

I'm almost afraid to lift my phone up from a table or even touch it because, 
it's saying all sorts of things on it's own and I'm afraid of accidentally 
making significant changes.

Does this mean anything at all to anyone as it's doing my nut in and I simply 
don't know what to do now.

     Begs the question. In the first place, why would the speech rate change at 
all. What would cause that. That does not happen to me in all the years O have 
been using iPhones.

Yes, if you go into the VoiceOver Settings, and adjust the options
for the quick roter, you can move Rate so it’s the first option.

                going up in increments, until I can hardly understand
                 what Voice-over is saying.
