The strategy that works for me is to buy a high-end system and to keep it for, let's say, 7-8 years or even longer before upgrading.

My current MacBook Pro dates from 2021 (M1 Pro chip, 32GB of RAM). It's hard to find an objective measure, but Voiceover seems more responsive on this machine now than it was when I bought it. I'm noticing fewer accessibility-related bugs as well, thus fewer reasons to complain.
