Because, it says "clicable".  That's how you know.  As for the BBC using flash, 
I have found that when you want to listen to a radio station, all you need to 
do is press return on the "listen live" link for the station you want to hear.  
A new window will pop open and the stream will begin.  My favorite TV station 
uses flash for their stream, but, if you press VO+space on it, the stream will 
start.  With the BBC, you MUST press return on the "listen live" link for the 
stream to open.  With channel 4:

www.wwltv.com

you MUST press VO+space for the Stream to start.

www.wwl.com

Uses Silver Light to stream, but, once you log in, if you look for the "join 
now" link, (the third such link in the table), the stream will start.

Note that with 

www.wwl.com

you must register to hear the stream.  registration is free.
