No. Go to text to speech in system preferences. Voiceover can be set to use
a different voice itself.

Interestingly.  I have my system voice set to Fred, and I used Fred for all
other voices, so I'm not sure what would cause the delay.  I just went to
check the system voice I have set, and the only thing I see under VoiceOver
Utility is an option for "Default Voice," which is the closest thing I see
to a system voice.  Is this what you're referring to?
