I would just use the link to the accessible HTML version of the iPhone User 
Guide instead of getting the ePub version from iBooks, which is the link 
that I think you are referencing. Actually, I notice that there is an 
iPhone User Guide for iOS 6.1 in iBooks now:

It depends on whether you have another iOS device that has iBooks loaded. 
 Although the ePub versions of the iOS User Guides from iBooks are 
DRM-free, it's generally easier to access the HTML versions.  There are 
also PDF versions for all these manual that come up if you Google for 
"iPhone User Guide".  Here's the U.S. version:

I think that it's really your choice which format you choose to use.  At 
present, you need to have an iOS device to "purchase" even the free user 
guides from the iBooks Store. You can get a copy of this guide onto your 
Mac, but then you have to read the ePub through some software -- Bookle, 
iText, Stanza Desktop etc  I forgot to mention that John Panarese also has 
some versions of these guides that he converted to RTF format at his 
macfortheblind.com web site.
