In the most recent updates, it’s necessary to use the cloud to sync contacts. 
However, you could enter your contacts manually on each device, or you could 
simply not upgrade. Also, it’s possible to use operating systems that don’t 
rely on cloud computing as much as apple, such as linux or android, or even 
Windows., though I believe microsoft has exchange servers for online syncing.
