Okay,
I put the debug messages in the right places and checked the following:
madwifi-ng AP 11g and madwifi-ng STA 11b
All probe req/resp and assoc req/resp only sends 4 rates, so nothing extra
so, there's no problems on my systems with sending the rate elements.
Now on to checking the way to select the rate to send...
