#686: "iwpriv ath0 mode" not working when card is in monitor mode

 I've got the same problem here, there are no messages, the VAP just stops
 working.
 The tests have been run with only one VAP, which was set to monitor mode.

 A tcpdump running on that device stops receiving packets when the mode is
 changed. The problem seems to arise when setting mode to anything but
 "auto".

 There is also the probably related issue that you can't change the band
 with "iwconfig ath0 channel" freely in monitor mode - a short test showed
 that switching from 1 to 160 worked, whereas the change back didn't work.

 #352 looks related too.
