#306: madwifi-ng + chipset 5211 not setting txpower, but madwifi-old/r1417 works

Hi All,
I am using a AP30 SoC board (Ar5312A chipset). In b/g mode the signal
power as seen by the sniffer is -30dbm. But in b mode the power drops to
-50dbm(very low).
Initially iwconfig txpower shows txpower of 5 dbm and if i set the tx
power it doesnt seem to work.
