I've reverted r1995 in preparation for 0.9.3 release. Regressions is the
last thing we want in the release. The right fix for the "off" reading
should be to never report measured or otherwise variable data with the
"fixed" flag. The intermittent 0 txpower reporting by AR5211 is probably
a bug of the chipset that cannot be worked around easily.
