It is a image creation 'format' operator.

It takes the color string, and creates an image at the size specificed
by the -size option.  That is a canvas creation operator

First the quotes are for the shell. It looks like your quotes are being
passed into IM, whcih it does not number stand. try using " instead,
or no quotes at all for your environment (which you have not mentioned).

Second what version of Im are you using.  If it is less that v6.2  it is
far too old, and should be upgraded ASAP.
