It's all about the same bug. First paragraph was about the displaying
messages and this paragraph is about composing. Simply, when I compose
message with national characters, Mahogany sets Content-Type to
'text/plain; charset="iso-8859-2"' (which is like 0.66 did - correct)
but encodes it wrongly.

Previous version 0.66 encodes the characters at the bottom of my first
mail like this:

=B5=B9=E8=BB=BE=FD=E1=ED=E9

New Mahogany encodes them like this:

=C4=BE=C5=A1=C4=8D=C5=A5=C5=BE=C3=BD=C3=A1=C3=AD=C3=A9

This looks like UTF-8. This is why the message will not be displayed
correctly in other mail clients.

(Manual setting of encoding from Language menu while viewing the
message does not have any effect. But it did not work for me in 0.66
also, so let's forget it for now ;-) so we can focus on "always UTF-8"
problem.)

The encoding in Language menu is set correctly by Mahogany according
to message header. But message is displayed as UTF-8 even if the
encoding is set to e.g. ISO-8859-2. The same for composing.
