Eric, bounce messages in theory *are* (should be) standardized; it's in
practice that they aren't. Since even before Email Deliverability Summit II,
back in 2003 (so for more than 12 years), the call for email receivers to
adhere to the standardized bounce handling outlined in various RFCs was strong.
 ( http://www.isipp.com/documents/summitii-release.pdf ), and the receivers
that attended Summit II were very much in agreement and on board. (Which is
where this set of agreed-to policy standards was developed:
http://www.isipp.com/resources/email-policy-standards/ )

Steve Koenig (then of YesMail) and Mark Herrick (then of RoadRunner) wrote the
white paper "Bounce Handling Process, Email Delivery Rejection, and Receiving
System Policies" for the Summit (
http://www.isipp.com/documents/bouncehandling-paper.pdf ), and presented this
PPT presentation on the subject at the Summit:
http://www.isipp.com/documents/bouncehandling.pdf

Every single receiver who was there (the current big 4, and many others) were
all in complete agreement, and everybody left the Summit feeling encouraged,
optimistic, and all kumbaya.

The problem, at least in part, is that often the people who 'get it' aren't the
ones who either set policy, or have control over the practices. And that's
before you even start thinking about how big fish eat little fish but don't
rejigger the little fish's bounce handling, etc. etc.

By the way, you do know to also check your mail logs for bounces, and to not
just rely on bounce messages that are emailed back to the sender, right?
