Hi All,

We have a client that is currently certified under the RP certification 
program.  We've noticed that inboxing is still down somewhat compared to before 
when they were certified under the old servers.  Our client currently employs 
engagement targeting and is running a touch governance program to customize 
cadence based on engagement.  Knowing that certification only overrides some 
filtering and rate limiting and reputation plays a huge factor, is anyone else 
experiencing issues with inboxing on certified clients with the recent MSFT 
issues/changes at play?  I wasn't sure if the new filtering gave certification 
the same weight as the system did before the recent changes or if this is a 
separate ticket I need to escalate with MSFT.
