In some countries (for example in my country) ISPs are legally required to
block domains that are on government's "block list" in their resolvers.
These domains are resolved to an IP address of a website with generic "this
domain has been blocked" message. In my country this governmental block list
contains domains of gambling-related services that don't have local license
to operate in Poland (if you are interested, here is the list itself:
https://hazard.mf.gov.pl/ - it contains 1107 domains at the time of this
writing). If you want to see the "blocked" message, try
http://145.237.235.240/ (it seems not to work over HTTPS?) - this is the IP
address the "blocked" domains are resolved to when using the ISP's resolver
(but not when using open resolvers like quad-8 or one's own recursive
resolver).

People may want to use open resolvers to get around this block (not that I
would endorse this, because "illegal" gambling is subject to large fines,
but as we all know there are always people who want to break the rules).
