Surely, instead of "so they can remove the user from the database" you meant to 
say "so we can challenge our sending customer to explain how the email address 
ended up on their bulk list", right?

(One of the reasons that the ISP removes that address is precisely so you don't 
just rely on listwashing and shutting up the squeaky wheel, and so you instead 
hold your sending customer to account.)
