I've found that to be worse in the context of kernel.org. Kernel.org uses RBLs which contain larger IPv6 subnets than what are allocated to customers, making delivery to kernel.org tedious by-default. I'd say kernel.org is directly contributing to the degradation of SMTP.
I won't be changing providers just for them and some RBL trying to dictate allocation like that is kinda silly in the first place.
On the other hand that same server has had no problems delivering to Google or Yahoo. So the "big guys" are much nicer than kernel.org in my personal experience. YMMV.
