We (not my private domain but a medium-size religious organization) are affected since about 19:20 UTC. I'm pretty sure that our outbound spam prevention is on par with yours :-) Microsoft's spam handling is broken, simple as that. No need to argue about that. Wait and it will cease. It could take another 24 hours. If the IP address is again listed on CSS, then the issue is likely not as fixed as you think it might be.
