We've been seeing this too since yesterday.

Looking at our queue this morning, this is /only/ the free MS domains, 
hotmail.com, outlook.com, etc. We no longer have any emails queued to MS hosted 
domains (365 I guess).

I've logged a support ticket via https://olcsupport.office.com/. Once I  get 
past the automatic "there are no problems with your IP address" responses, 
hopefully I'll get the "mitigated" email and all will be well.

It's quite a pain though. Seems like they're really trying hard to break stuff.
