We had two IP's on Monday that were throttled.  I filled out the ticket, got 
the automated response saying nothing was wrong with the IP's, responded to 
that and then got an email from a human back Tuesday morning stating it was 
resolved.  Within a few hours the IP's were delivering again.  This morning 
woke up to four additional IP's blocked, this time saying that part of our 
network was on their block list.  When I went to fill out the form, I was 
greeted with a bold yellow message:

"We are aware of an issue that may result in certain IP addresses being 
temporarily rejected at higher rates. We are actively investigating the issue. 
Please continue to submit tickets if you are experiencing this problem."

I filled out the ticket, and got the automated response sating there's nothing 
wrong with our IP's so responded back to that and waiting for a reply again.  
All the IP's are consistent, green in SNDS, no trap hits, no spam, etc.
