Wild guess (somewhat tongue in cheek):

They asked their AI coding assistant to create a system that reduces outgoing 
spam from their customer services, as the abuse desk can't keep up with the 
sheer amount of abuse reports.

As is common with AI-generated solutions, it was slightly off the mark and 
blocked not only outgoing spam, but incoming non-spam as well.

Since this code was generated by AI, none of the Microsoft engineers was able 
to understand and fix it, so after trying for some days they just reverted 
everything.
