After changing my theme, I did notice a decrease in the flicker.  It was
changed from a 'custom theme' to a 'color theme'.  Although the flicker is
now less often with the 'color theme', it is still flickering.
I also tested this behavior in Gmail on the Safari browser.  I did not
experience any flicker while on Safari.
It seems to me that this is a software issue, no?
