Hello All,

Perhaps I'm not understanding the issue (I've never had a problem with the
"floating" toolbars).  This preference can be set (first arrange the
toolbars as you wish them to layout) through "Options > Toolbars (uncheck
"Floating" for each toolbar, check "Save as Default") then OK.  Exit MI and
restart, the toolbars will load docked.

Hope this is what you are looking for.
