Yes, that is the big problem.  It's easy to dock the toolbars and set that as the default, but the real pain is when you're working fairly quickly and you accidently click between the buttons and the toolbars move around and shift locations and then you have to waste time moving them back to their original positions where you feel comfortable with them.
