Have you registred the map in a coordinat system and have it as a raster layer
in your map window? If so you just creates a new table/layer and add to that
map window and make sure taht the layer is editable and use the digitizing
tools (which are dimmed down if ther is no editable table). I have never worked
in MI 3, but I hope thats how it works in that release also.
