You might want to check into IcoMap by UCLID. I was just given a demo CD from them (haven't loaded it yet.) I met their representative at the ESRI 2003 conference in San Diego this month and the gist of it is that it takes a scanned map (or .tif file if you are using Win2Data) and reads the plat's coordinate info drawing parcels as the user selects various types of descriptive info. That's what I got out of the 30 second demo anyway.

We click on the points and write down the coordinates, then type those points back in when registering them on the digitizing tablet. Would be nice to be able to click and select the points just like when registering a raster. If that can already be done, then there's no reason it can't be done for use with registering points on a digitizing tablet. Of course, the question still stands.
