That might be a good alternative for some, but not so useful for our company.  We 
digitize hundreds of maps each week.  Each one takes make 15 minutes to do on the 
digitizing tablet.  So, the extra time that it takes to have someone else scan them is 
valuable time lost, plus we run on a very tight budget, and we are constantly getting 
revisions in for the maps.  We click on the points and write down the coordinates, 
then type those points back in when registering them on the digitizing tablet.  Would 
be nice to be able to click and select the points just like when registering a raster. 
 If that can already be done, then there's no reason it can't be done for use with 
registering points on a digitizing tablet.

Of course, the question still stands.  Is that are utility that will allow us to do 
that?

A quick way to do this is to scan the map then register it once and you
can use it as many times as needed in the future without need to
re-register it.  You can get maps scanned for quite reasonable prices
now.

Is it possible to setup a digitizing table in order to digitize a paper
map
by simply picking the  control points and selecting the corresponding
points on a digital map of that area opened in MapInfo, rather then
always
having to manually type in every X,Y for each control point? 
Something
like you can do when registering a raster image using the Select
Control
Point From Map option.
