oh, just remembered i made something like this ages ago.  once upon a time
it was deemed too costly to have mapinfo installed on more than a couple
computers, so i made a program that would do this and create PNG files out
of each region and name them with a reference grid.  then i had a form in
Access which would read these files onto a form and make a basic mapping
system.  the thing was so fast, it kicked ass, but then we bought mapinfo
for the rest of us and i forgot about it.

if i find it i'll let you know.
