I completely agree, in most projects we are involved, if intranet or 
internet, the basic mapping software costs come down to 10-20% of the 
total projects cost (rest is data, application development and all kind 
of related services). However with MapServer there are many other 
advantages, i.e.:
- if you need more CPUs / Servers you don't have additional costs
- if you use it as an ASP (Application Service Provider) again no more 
costs
- if you want additional functionality you get it and get it fast (i.e. 
we wanted MapInfo TAB support in MapServer and we got it - obviously we 
paid for it ... now everybody can have it for free, which is again an 
advantage)
- bugfixes come over night and not over "next release in a year or so"
- there is a dramatically growing set of add-ons coming along (see 
http://www.maptools.org/)
