I used gzip, the open source GNU compression utility. Compressing the XML
based SVG text is how you improve the download speed. I've since learned
how to use relative coordinates in building the regions and polylines, so
I will soon be able to produce a significantly smaller file.

BTW, the original uncompressed MapInfo tables are 270K, so the text-based 
SVG isn't such a burden after all.
