Surely this is only the case if you want to use SDO_GEOMETRY.  Could you not 
use Spatialware with Oracle Express or if just point information store it as a 
x y column

I asked in the support forum at Oracle website, if it included the spatial 
option and the answer was no. So I guess it isn't that interesting with 
MapInfo.
