I know that CDR-Group based in Hope near Sheffield have a good converter
but not sure of its latest functionality. You would hope that OS would
produce fully polygonised buildings and water features etc. but I don't
believe that is the case (yet). For example in Landline data you can end
up with a single polygon for the outline of a whole array of building
structures such as a row of terrace houses but each house is identified
in a separate boundary layer as lines.

The main comment I have is that the onus should be on the original data
providers to capture data as the user community needs rather than on
whizzy translators/converters that get in the realms of Artificial
Intelligence trying to bend-over backwards to get round fundamental
difficulties for data application. OK, it would not be practical to
appease everyone but sometimes we are talking about humble arc-node
topology and polygonising fundamental elements such as buildings and
lakes.
